NOTE:  Dennis (Plank) Kelly was talking to former serviceman that had served with Fred at the time of his death.  The following is the e-mail that Dennis sent me.    

Paul:
I was talking with a guy who knew Freddy Tapper and was with him when he was killed. anyway Fred was in a hammock about 2am with M16, he did not have the safety on the gun went off and killed him. Fred was with IUWG1 in Viet Nam in 1970, I was also with IUWG-1 in Viet Nam but not with Fred. I got out of the Navy in April 70 and Fred was killed in Sept. I think? That's the story I got. Dennis
